As for Xiao He, although there are no such legendary deeds, when the Han Dynasty established rewards based on merit, Xiao Xiangguo ranked first, and his work was evaluated as "the merit of all generations."

When Liu Bang invaded Xianyang, the soldiers robbed property one after another. Xiao He alone collected the Qin Dynasty's laws and books and files.
